Are you feeling all alone out in the middle of Montana? Feeling left out in the cold in Alaska? Feeling isolated in the mountains of Hawaii? Well here is your chance to find fellowship members in and around your place of habitation. The Fellowship Rendezvous Networking Service [FRNS] is now in service. Providing a discrete and private method to find and network with other fellowship members in your hometown… or thereabouts!

The FRNS is a fellowship members only contact center where you can communicate with other fellowship members by exchanging email addresses, phone numbers, meeting locations, and other information. Exchange as much or as little information as you wish.

Why FRNS Was Developed


A needed tool that has been lacking is one that allows current and future members of the fellowship to network efficiently and privately on a solely local basis. Because the fellowship strictly protects and respects its members' privacy, finding out who resides in your area in order to network locally has been next to impossible. Typically if a member wanted to contact other members within his or her area, the requesting member would need to contact fellowship HQ, and request that a mailing be sent to others within a geographical location alerting them to the member's request. Members who were contacted by letter carrier could then decide to contact the requesting member if they so wished for additional local fellowship and support. Needless to say it is a costly time consuming process trying to protect a member's privacy while at the same time alerting them that another member within their immediate area desires fellowship. FRNS will simplify the process allowing tremendous benefits that a member may not have considered.

The Tremendous Benefits of Networking Locally


Perhaps you or someone in your immediate area runs a business, and is looking for help. Would you like to hire a citizen who understands the law with respect to taxation?

Perhaps you or someone in your area needs a witness to attend an IRS Collections and Due Process Hearing. Want them or you to go it alone? Bringing another or a couple other competent citizens as witnesses is always reassuring, and powerful.

Perhaps a simple gathering of fellowship members in your local area will develop into regular meetings complete with a treasurer, moderator, librarian, legal professionals and other interested parties. The bottom line - there is strength in numbers.

The model has been developed and these locally organized groups currently exist, and with all of the above benefits as listed taking place! It all happened because fellowship members were able to find each other!

How Is This Possible?


The advent of the Internet has allowed people to conjugate freely in chat rooms, bulletin boards, discussion groups, etc. and share whatever information they wish, and usually with a good level of privacy. However, not all of the "free" services provided on the Internet that allows such networking and communication is completely private, nor will it remain completely free for long. In addition, many services require information that one would rather just not give. Besides the loss of some private information, a Netizen [a citizen utilizing the Internet] usually ends up dealing with all the other junk associated with the same service, which can get somewhat annoying, such as advertising for those seedy button hole Orwellian devices used to spy on people for instance. That is why we have built our own private server for the express purpose of Save-A-Patriot Fellowship members to rendezvous and network. Of course participation on the fellowship member network is solely elective on the part of the member. A member may want to share simply an email address at first with other members in his or her general location to communicate, and perhaps in the future make further arrangements to meet in private. To make the network even more private there's an option to obtain an anonymous and private email address to send and receive mail messages. Members who do not have access to a computer with Internet access will be out of luck, and will need to pursue the old cumbersome method, which will still be available.

Fellowship members and exam certified independent representatives associated with the following organizations made the FRNS project possible. Those who have volunteered to be State Mangers for the FRNS project we thank you.

- Vampire Slayer Takes on IRS

Whether journalists today actually do any work investigating what they report as news and then getting it right is up for debate. Wesley Snipes, the actor known of late for his recent Vampire slayer movies 'Blade' may not be fully up to speed as to what his accountant is doing, yet there is no word reported that he objects to the course his accountant is taking when dealing with the IRS.

The news article below by Richard Johnson touts that Snipes is leading a growing tax revolt. We doubt that is the case, as the 'tax revolt' has been growing for many years prior to Mr. Snipes involvement. Rather Mr. Snipes is following in the footsteps of many others who have gone before him. He may not even really know what is happening. If he does know what is happening, and he does approve of his retained accountant applying for millions of dollars in refunds from the IRS, then be on the lookout for even bigger adverse news stories for the Constitutional Revival Movement during tax time next year. Snipes' name is no doubt being used to sell news now with respect to this issue, and we expect will later be used to sell fear to an ignorant public on the same scale as was accomplished when notables such as Leona Helmsley and Willie Nelson were discredited.

The journalist Richard Johnson manages to lump in some really prominent tax protestor schemes with legitimate albeit vague statements regarding citizens positions on the written law, while at the same time spinning some titillating story about Snipes training a private army of security guards with a name that resembles that of middle eastern descent.

- IRS - No More Mr. Nice Guy

The following news story should be of no concern to non-filers [i.e. Citizens who no longer file returns]. However
Taxpayers may want to sit up and take notice. The government is getting hungry again. Hungry for money, but also hungry for information on just how much money is out there for the taking.

The IRS will implement the infamous and random audits once again - touted in the past as 'audits from hell'. Random audits are more about developing a financial picture if you will about how well Americana is or isn't living. These audits are designed not so much to catch what the agency considers 'tax cheats', although it is an added bonus, but rather as Charles Rossotti IRS Commissioner puts it in a recent press release, "Ultimately, this project will help all taxpayers by giving the agency timely, accurate information about tax compliance."

50,000 Taxpayers are expected to be audited under the revamped and exhaustive 'line-by-line' method beginning this fall. Should be good business for IRS trained 'enrolled agents' and 'accomplices in accounting' who earn their living by 'assisting' Taxpayers at these costly audits, which require time and money on the part of the citizen.

"The IRS likes easy targets. It's the bully mentality. They don't want to go after anyone who can fight back, so they go after people who won't put up a fight." - Tom Fitton, president of the nonpartisan public-interest law firm Judicial Watch. From Insight on the news: John Berlau tells us that IRS Commissioner Charles Rossotti once pledged to champion taxpayer rights, but instead Americans find themselves facing the resurrection of random audits. 'Taxpayer rights' is an oxymoron, and further a psychological and soothing term to lull unwitting citizens into accepting IRS efforts in maintaining voluntary compliance, and what the agency deems as 'fairness' in their tax system.

The Routine Tyranny of Government
Denial of Due Process

Over the years, we have found that our members are routinely denied their rights to due process by the Internal Revenue Service and their nasty little "cousins," the state taxation departments. This denial of due process occurs predictably, on a very consistent basis.

The IRS is particularly notorious for denying citizens a hearing after sending its victims a "Determination of Deficiency and Proposed Assessment" and a "Notice of Deficiency" (commonly known respectively as "30 day" and "90 day" letters). The 30 day letter alleges a deficiency and proposes adjustments to the person's tax liability.

SAPF responds with a written protest to the 30 day letter and requests to appeal the examination to the appeals office, and requests a conference. The IRS will rarely grant a conference, and then only after stonewalling numerous requests.

Black's Law Dictionary (6th edition) defines "due process" as follows:
"An orderly proceeding wherein a person is served with notice, actual or constructive, and has an opportunity to be heard and to enforce and protect his rights before a court having power to hear and determine the case."

It doesn't take a lot of study to come to the realization that the IRS rarely, if ever, meets this standard.

On the other hand, the state taxation departments will usually grant a hearing when it is requested - but they will not supply any authenticated documentation to substantiate their various sundry allegations.


The California Franchise Tax Board ("FTB") has not granted many hearings in spite of numerous requests that have been made on behalf of our members. Recently, the National Workers' Rights Committee (NWRC) division of SAPF responded to a "Notice of State Income Tax Due" for one of our members and in that letter requested a hearing. The member subsequently filed an action for
Denial of Due Process when the FTB failed to grant the hearing.

After hearing arguments from both sides, the judge has ORDERED the State of California to return all monies, with interest, plus court filing costs!


This victory will be complete when the member actually receives all of his
FRNs* from the FTB. The State of California has until the end of October to return the monies.

A second denial of due process is possible when a member receives a copy of a "Withholding Order" (notice of levy) from the FTB that was sent to his employer.


The FTB conveniently omits the wage garnishment forms found in Rule 982.5 in Volume 23 , Part 2 of the California General Rules. The employee is not given a copy of Claim of Exemption forms that allow for exemption of all of his (or her) earnings because of the need to support himself or his family.


Pursuant to the California Code of Civil Procedure, § 706.075(c):

The state shall provide for an administrative hearing to reconsider or modify the amount to be withheld... If the taxpayer requests a hearing, the hearing shall be provided... within 15 days after the request is received by the state.

If the state does not provide a hearing, then the injured party has a cause of action and can file a complaint in Superior Court for Denial of Due Process. Although this example pertains specifically to the state of California, similar provisions may exist in other states which may be useful in dealing with tax departments.
