CALIFORNIA CRISIS MAY REACH U.S. TAXPAYERS

U.S. taxpayers might have to shoulder a portion of the financial burden for cleaning up the power mess in California, a bill that could run into billions of dollars, the Senate Energy Committee chairman warned yesterday.

Sen. Frank H. Murkowski, Alaska Republican, said that a federal order issued by the Clinton administration and extended by President Bush, forcing power generators to sell electricity to California's near-broke utility companies, could make the federal government liable to creditors for the cost of that power if the utilities formally declare bankruptcy.

"In the event California cannot repay generators for this power, the federal government is going to have to meet that obligation, because this was an order of the federal government," Mr. Murkowski said during a committee hearing on the power crisis.

No company has threatened to sue the government for the cost of the power, and some specifically have said they don't intend to.

California's experiment with deregulating the electricity market has gotten off to a disastrous start. Wholesale prices have soared, but the electrical utilities are unable to pass on the costs because the state limits the rates they can charge customers. The utilities, already under heavy debt loads before the price increases, do not have enough cash to meet their bills and have defaulted on millions of dollars of debt with billions more coming due.

Is President Bush's creation of the White House Office of Faith-based and Community Initiative a step in the right direction?

Bush believes, rightly, that churches, synagogues and community organizations -- particularly those that emphasize virtue and faith as components of helping individuals improve their lives -- are more effective than traditional government programs.

His solution, however, a continuation of the policy of forced transfer of wealth, can never achieve truly compassionate results. More importantly, it is as unconstitutional as the central planning-style anti-poverty programs of the "New Deal" and "Great Society."

In making his announcement, Bush said, "Government will never be replaced by charities and community groups. Yet when we see social needs in America, my administration will look first to faith-based programs. … We will not discriminate against them."

It is true that charities and community groups will never replace government. Churches will never be able to produce an anti-missile shield to protect Americans from inevitable threats from hostile foreign powers and rogue, terrorist nation-states. But, when it comes to answering individual social needs, churches and charities ought to be the frontlines -- the first option after family.

The federal government is simply not authorized by the Constitution to be involved. Promoting the individual welfare of poor and disadvantaged people is not among the enumerated powers. It just isn't there.

EU plans to issue 'identity number' for every citizen

Ambitious plans to help European Union citizens move more freely between countries during the course of their working lives may include giving every person an individual "EU social security number".

A task force to be set up at next month's summit of European leaders in Stockholm is to study the proposal as part of a drive to sweep away barriers stopping people from moving easily between member states.

Senior EU officials are pressing for a feasibility study into a common social security coding system for Europe. This would enable entitlements to benefits and insurance contributions to be "portable" for each person, regardless of which country they might live in.

Officials stressed that the move would not be designed to win new powers for the EU, and that the levels of state benefits and insurance contributions would continue to be fixed by national governments. But a more unified system would enable those who pay social security contributions while working in another European country to claim benefits when they returned home.

If adopted, the controversial plan would bring American-style mobility to the European employment market.

What will the effects of millions of people missing due to abortion from unwanted pregnancies have on the future of Social Security?

When you need approximately five hamburger flippers working to effectively support one person in retirement collecting Social Security, Medicare, Medicaid, and soon prescription drug benefits, ad nauseam, you have a mathematical financial problem - eventually. However you have an even bigger problem if those hamburger flippers aren't available to support the social welfare state. And they won't be. They're no longer here because of their early termination, or extermination depending on how you evaluate the social phenomenon better described as aborticide.

This is the socialist's dilemma.

While many social engineers find comfort in helping as many as possible at the expense of the whole they tend to forget the simple economic principle of supply and demand. You see, people have been reduced to but a mere commodity by our leaders/representatives for their social engineering purposes. Politicians relate to their constituency as inventory, as they should, since it was the inventory that sent them to the seat of government to run their welfare funded debt/credit machine. Yet inventory that is unproductive means overhead. Too much unproductive inventory (demand) in proportion to productive inventory (supply) means adjustments to the machine will be needed.

I assert that since the advent of the "new deal" people have been reduced to economic tools to service the machine; many subconsciously refer to the machine as "the system". Operators of the machine, the government, better make sure the unproductive inventory does not outstrip the productive inventory; otherwise you will have fewer productive tools to maintain the machine or "the system". If there is a large increase in overhead (demand for benefits) this will cause unheard of stress on the supply of workforce tools.

Well, by 2013 nearly every baby boomer will have left the workforce and will move from being productive tools to unproductive tools, and will be eligible for entitlement benefits. There will be an even more significant imbalance of workers (productive tools) to retirees (unproductive tools) by that date than there is now due to aborticide, longevity of the population, and the overall demographics of the country.

Tweaking the machine.

The imbalance in the system can be corrected a number of ways to maintain the illusion of a well-oiled machine with respect to the welfare state. The factors that can be manipulated are one, or a combination of the following: by decreasing benefits, increasing taxes, printing more money (a hidden tax known as inflation), encouraging the replication of productive tools (i.e. human reproduction) or by just eliminating the unproductive tools - thereby reducing the overhead.

However, if the operators of the machine are to maintain "fairness" or balance of equal exchange in the system you need to either a eliminate overhead or increase production.

The Social Security pyramid scheme will slowly become inverted over time. There will be more people receiving benefits than there are in relation to those who are paying into "the system".

Will "pay your fair share" be replaced with "share your fair pay" after 2013 to maintain the illusion of fairness and balance in the machine? I doubt it. The operators would never allow it, would they? See the related article below - "Supplying the Souls of Men for the Consumption of Others"

Brownback: Abortion partially to blame for Social Security woes
EL DORADO -- Sen. Sam Brownback says Social Security is in trouble in part because too many abortions mean too few workers available to pay into the system.

"A lot of people won't like this comment," the Kansas Republican said Friday to an audience of high school and college students at Butler County Community College. "You can see a real impact in the abortion policy we've had in this country. We have a lot fewer people out here. You can see we have a lot fewer workers coming on board."

At a later speech in Wichita, Brownback stopped short of that assertion.

Instead, he joked with Chamber of Commerce members that some had done their part by having children -- and that more needed to get started.

A similar tongue-in-cheek comment brought chuckles from the young crowd in El Dorado.

"You all can have a lot more kids," he said, pointing to the students. "You need to think about having five or six more children in the family, instead of two or three."

Because there is no cash in the Social Security Trust Fund, those currently working pay the benefits of those who are retired.

But this funding setup can work only as long as more people are paying into the system than there are people receiving checks. And by 2013, as the baby boomers leave the work force, retirees will overwhelm the system.
