Former IRS Revenue Officer Becomes Full-Member
of the Save A Patriot Fellowship


Personal BIO: John Turner worked as a commissioned revenue officer for the Internal Revenue Service for nearly ten years, from October 1987 through mid-April 1997. Collecting taxes is admittedly a very unpopular task, a job few people would do, yet Mr. Turner found the field revenue officer position a challenging and interesting one. For Mr. Turner, it is people that make the world go 'round, and helping people resolve tax delinquencies, with all their unique differences and circumstances, made the job challenging and interesting. He strived to walk that tenuous line, to vigorously represent and protect the government's interests while at the same time be fair and honest with taxpayers whom he had contact with. He approached his job with a positive attitude. He reasoned that somebody had to collect taxes and determined that he would not contribute to the bad image (mostly deserved) that most people hold of the federal tax collection agency.

In early 1997 Mr. Turner was challenged to prove wrong some claims made in his presence about the income tax. For a detailed explanation, see the video explanation here:
"Interview with John Turner". Mr. Turner's research led him to conclusions, which caused him to submit his resignation in April 1997. He has been speaking out boldly about the misapplication of the income tax ever since.

IRS recognizes attorneys, certified public accountants, and enrolled agents who wish to represent taxpayers before the agency in administrative matters. John Turner is an enrolled agent (EA). What is an EA? See this link:

Mr. Turner is a veteran of six years active duty service in the United States Army, earned a Bachelor of Science degree in Speech Communication from Middle Tennessee State University, has been married to his wife Nancy for 31 years and is a servant of Jesus Christ.

Q:
Why did you become a Full Member of the Save-A-Patriot Fellowship [SAPF]?

A:
There are several reasons why I have an interest and desire to promote the organization and its benefits to other people. The organization has plenty to offer members and is drastically under-promoted. That is why I have become a member.

Another reason I joined is because the Fellowship has an excellent
educational program, teaching accurately not just about the Internal Revenue Code and the proper administration of the income tax, but also about the U.S. Constitution and the principles of liberty which our nation was founded upon. There is a ton of misinformation out there about the federal income tax. The IRS itself contributes to the misinformation problem, but I'm also talking about the many groups and individuals who, deliberately or not, disseminate wrong information. I want SAPF's message to reach more people and quickly. We have to get past the fear factor and knowledge is key in making that happen.

I'm also taking part in a major undertaking by SAPF - the reestablishment of its nationwide radio network. Radio is perhaps the best means to rapidly make the American people aware of the income tax fraud, educate them, and move them to harness enough political clout to bring needed change and honesty in government. SAPF founder John Kotmair, Jr. says that 100,000 Fellowship members will allow this type of radio programming to accomplish the goal. I want to help the Fellowship achieve that goal, and they can with their Associate Membership.

Q:
Why do you think a nationwide radio network is a worthy thing for SAPF to establish?

A:
The Fellowship has an attainable goal [see the article: "An Attainable Goal"] to establish a nationwide radio network for the purpose of reaching out to America to disseminate information about issues which affect the freedoms of its citizens. In order to have the funding and the support needed to accomplish that, the Fellowship needs to dramatically increase its membership, be it Associate or Full Membership. I want to assist in that effort. SAPF's founder, John Kotmair, believes such a radio network may very well represent the last remaining hope for educating the public in order to restore liberty in America. It will not be the courts that restore and preserve America's liberty; in fact, the courts are more of a hindrance to our liberties. It will not be the U.S. Congress who restores our country's liberties; Congress has been shirking its duties for many years now. All by himself, a President is not capable of restoring liberty. However, an informed and moral public can elect a righteous President who can provide the needed Executive leadership. I am convinced it will require a strong voice and action on the part of the American people to affect the needed change. Until a much larger degree of our population is properly educated about what is wrong and what needs to change, the executive, legislative, and judicial powers that be will not be responsive. They will continue to allow our liberties to be eroded while the public remains uninformed and unmoved.

I believe a 24-hour, 7-days per week independent radio network as envisioned by Mr. Kotmair will begin that process. The purpose of this type of radio outreach is not to enrich any person, organization or advertisers. The purpose is to rapidly and intensely reach out with the Truth and to elicit action on the part of citizens. Each day we are seeing our Republican form of government destroyed while the People remain ignorant or powerless to do anything about it. The time to do something about it is now while we still have a chance. I see the network as the catalyst for allowing the next step to take place - action by the American people once they have learned what is really going on in this country and that they are NOT powerless.

Q:
You mentioned SAPF's educational program and that education eliminates or reduces fear. Could you please elaborate?

A:
For 20 years the major focus of SAPF has been the proper application of the federal income tax. Few people really know that IRS grossly misapplies the income tax law against people who are not liable for an income tax. However, most everyone recognizes the power of the IRS and is afraid of the agency. Large corporations are afraid of the IRS. Powerful people like senators and congressmen are afraid of the IRS. Federal judges have files maintained on them by a branch of the Treasury. In other words, they too have reason to tiptoe when it comes to IRS and the federal income tax. Few are willing to confront the wrongdoing of the IRS for fear of retaliation. SAPF is not afraid of the IRS and has worked to educate people about the improper administration of the tax by the IRS. There is an urgent need to greatly step up the pace of the income tax education efforts. One major hurdle to overcome is FEAR [False Evidence Appearing Real]. Fear of the IRS. Fear that if the current tax system is dismantled the government will be irreparably harmed. Fear that if one speaks out one will be punished. Fear that if one implements his beliefs he will face investigation and loss of property and/or imprisonment. That's a lot of fear and it is very real for people who have no understanding of the truth. SAPF offers solid, accurate information about the income tax to help people overcome F.E.A.R.

Fear of the IRS permeates the thinking and affects the behavior of nearly everyone. I believe it is time for the promotion of accurate information about the law and how the agency really works. As people come to discover why and how the IRS operates on 90% bluff, I believe their fear will begin to dissipate. Removing fear of the IRS is the beginning of the end of that agency's misapplication of the law, and its heavy-handed enforcement measures.

When it comes to IRS and the income tax, intimidation plays a strong role in keeping the public fearful. The Fellowship removes part of that fear by offering competent assistance to members who have been contacted by the Internal Revenue Service.

Another way that the Fellowship addresses the fear factor is by administering a program to financially compensate members in good standing who have been harmed by illicit IRS enforcement actions. We would rather not see members put into financial difficulty, so we stress education first, action second. However, SAPF has a proven program for providing needed assistance at a time when assistance is really needed.

Q:
Why does SAPF provide assistance to members who have been contacted by IRS or have been harmed by IRS enforcement actions?

A:
Most everyone is familiar with the uneasy feeling you get when you've received a letter from the IRS. What do you do? Do you throw the letter away? Do you let it sit unopened? How do you respond? When you look around on the Internet you soon realize how many different approaches are being hocked. What about a knock at your door? Do you answer the door and talk with the IRS employee? If so, how do you respond to the questions? If you don't know, fear will likely take over and panic will set in. SAPF has a program with competent people to help people respond to IRS contacts, civil or criminal in nature. What's more, and this is a big plus in reference to the fear factor, if a member in good standing loses property because of an illegal IRS enforcement action, SAPF's membership will be uniformly assessed an amount to help out. Currently these assessments are running less than $17 Federal Reserve Notes a month per member. This Member Assistance Program is also known as the Victory Express. The program also extends financial assistance to members harmed because of incarceration due to criminal conviction. It's not perfect but it is a welcome help for those who experience loss when taking a stand against IRS abuse. I believe it is high time to publicize the help that SAPF offers which is designed to lessen the fear factor for those who have implemented their beliefs into their daily lives. It is time to attract a larger membership, to educate those new members about freedom and personal responsibility, about our heritage as a nation, and about the income tax fraud. When enough people become informed, change on a large scale will be made possible. Informed people can affect change. A nation that lives without accurate information and in great fear of those who govern them is a nation that cannot stay free indefinitely. Our people are greatly uninformed and consequently they live in fear. This must change and when it does freedom's ring will sound loudly again!

Q:
You have made frequent mention of the word "fear". Why is that?

A:
IRS revenue officers are not discouraged from capitalizing upon people's fear of the agency, and in fact are encouraged to take advantage of that fear as they interact and communicate with "taxpayers". Revenue officers are not the only employees who make "field calls" to directly contact the public. There are also field Revenue Agents whose job it is to conduct audits, and then there are Special Agents who work for the Criminal Investigation Division. People need to be prepared.

Also, one of the unspoken things about embracing the truth of the income tax for some people is dread that they might be asked to "do something" with their new-found information and conclusions. This is especially true after having discovered that the income tax is being misapplied, and that these informed citizens, referred to by many as "tax protesters" were right all along. For this reason people may be concerned that SAPF or their own conscience would push them to do something risky like ceasing to file returns and pay income tax. This type of thinking might not be verbalized but nevertheless, it is the way many people think. It's one thing that keeps a lot of people from even showing an interest in learning about the problems associated with enforcement of our current federal income tax system, let alone getting involved toward a solution. One can't get "in trouble" simply for reading. It's the fear of what one might feel compelled to do with the information that scares a lot of people. Knowing that as a new member they will not be pressured into doing anything differently should they join the fellowship, the hesitancy of learning the truth should disappear. Learning that one is not liable for the income tax and then choosing not to "volunteer" any longer is an individual choice and people should know they will retain the freedom as a member to do what is best for them. People at least need to get past their lack of knowledge and misinformation and objectively look into the income tax controversy. Also by becoming a member you support others who are asserting not only their rights individually, but are indirectly standing for the rights of others!

In my experience, it is fear more than any other factor that is preventing good people from becoming a part of the solution. I am not ignoring the reality of what IRS is capable of. I am saying that when enough people discover how frail IRS really is, how thin their legal base is for the things they do to people, the public will want to become engaged and active to make positive changes a reality.

Q:
Any final thoughts about the problems we face, and a solution?

A:
The income tax problem is a political problem. There have been efforts in the past to correct the problem in the courts and those efforts continue today. The courts thus far have refused to address the problem pointing to Congress instead for the solution, saying that the problem is a political one. Congress refuses to address the problem, saying it is a legal issue for the courts. The problem has remained with the American people for 90 years. I believe it remains because the American people have allowed it to continue. However, I also believe that most Americans are greatly misinformed and uninformed about the true nature of the income tax, its original intent, and its current application; therefore, they cannot do anything about the problem.

Q:
Are you saying the solution rests in political action?

A:
Yes. It has been and is my intention to help inform the American people believing that if they knew of the deceit they will no longer tolerate it. The income tax as currently administered is the source of much mischief against the American people. The dilemma is that the politicians will not give it up unless they are forced to do so by the American people. The American people will not be moved to deal with it while they are ignorant of the truth. Therefore political clout cannot be garnered and harnessed while ignorance about the income tax remains on a massive scale. The lack of political clout is what is missing in order to fix the administration of the income tax. The lack of accurate, widely publicized information about the income tax is the reason for the lack of political clout. I aim to fix that dilemma by helping people make an informed decision about getting properly educated and joining the Save-A-Patriot Fellowship.
