FORM 1040 "INSTRUCTION" BOOKLET - OMITTING KEY INFORMATION?

Inform the average American that you've discovered and personally
confirmed the fact that no citizen within the 50 union States is
required by written law to pay a tax on domestic sources of income
(i.e., exchanges of labor for compensation, “capital gains”, dividends,
etc.), and you'll be met with a look of barely concealed horror
reminiscent of a deer frozen in the headlights.

"But how", they may splutter, "could the government possibly exist
without our taxes?" (How, indeed?)

Of course, the average person has no clue (nor are they supposed to)
that the paper "dollars" in their wallet or purse -- instrinsically
worthless pieces of scrip bearing the likenesses of deceased notables --
when properly thought of as the tax anticipation coupons they are, are
seen to serve no function when spent as taxes other than to prop up the
buying power of the coupons themselves.

This colossal swindle was admitted to in "Taxes For Revenue Are
Obsolete", an essay written in 1946 by the Alan Greenspan of his day,
Beardsley Ruml (see essay attached). The same “double-dipping” Mr. Ruml
who, while serving as Chairman of the Federal Reserve Bank of New York
was simultaneously Treasurer of Macy's Department Store in NYC, no doubt
the source of his retail genius in suggesting the "Ruml-pay-as-you-go"
plan for wage tax withholding to the Treasury Department which
immediately adopted his suggestion as now codified under IRC section
3402 and implemented by Form W-4.

Ah, sweet conspiracy!

The IRS, having of late taken to referring to the citizenry as its
"customers", makes available as a part of its diligent customer service
program a "user-friendly" capsule summary of your tax dollars hard at
work, printed in each year's edition of the 1040 Instruction Booklet,
now appearing seasonally in indiscriminate piles left in post offices,
banks and libraries across the country. I picked up a fresh 1999 edition
just yesterday while in line at the local post office and began perusing
it with my usual zeal, always on the lookout for fresh evidence of
chicanery.

Therein, towards the rear of the publication, I found two instructive
pie charts, one showing the "Income" of the federal government and the
other its "Outlays". Here the ruse is graphically displayed. The
publication readily admits that "Income and social insurance taxes are,
by far, the largest source of receipts". Of course, it stops just short
of mentioning the well-established fact that income tax is due and owing
solely on qualified FOREIGN sources of income. At least I can't find the
word "foreign" in there anywhere, can you?

Perhaps the decision to withhold the modifier “foreign” has been omitted
prior to each occurrence of the word “income” throughout this and all
other IRS publications in order to save paper and thus, trees. Al Gore
could be behind this conspiracy! After all, it is he who several years
ago first suggested that income taxes be payable on a VISA or
MASTERCARD. The bankers must have been rolling in the aisles.

The helpful publication also, no doubt due to the commission of the same
typographical error year after year, neglects to mention that
participation in Social Security is VOLUNTARY for citizens within the
States of the Union. Taken together, these omissions of what I imagine
would otherwise be EXTREMELY HELPFUL information to the average American
working stiff account for fully 81% of all federal receipts.

Gadzooks! What an oversight. Perhaps the Government Printing Office
should be notified.

Under "Outlays", we see that "Social Security, Medicare, and other
retirement", "Physical, human and community development" and "Social
programs" totaled together equal 62%, or approximately 5/8ths of all
federal expenditures. These payments are the very essence of social
wealth redistribution as dreamed of by Karl Marx -- i.e., the transfer
of wealth (private property) from producers to others (at least some of
whom may not be all that productive), in blatant violation of the 5th
Amendment which protects private property from being taken for public
use without just compensation, and in violation of the 14th which
guarantees "equal protection under the law", meaning that 1) Congress
has no authority to expend funds for the benefit of one class of
citizens over another, but must benefit all equally, and; 2) all such
federal welfare payments can only be 100% participatory (voluntary) for
citizens within the 50 States of the Union.

Again, the publication stops short of clarifying these "technical" fine
points.

Now let's turn to the expenditure slice labeled "National defense,
veterans and foreign affairs". If we stop to consider that no military
engagement since Franklin Roosevelt's War (which some still call "World
War II"), including subsequent "conflicts" in Korea, Vietnam, Grenada,
Somalia, Bosnia, East Timor -- and anywhere else our "troops" have
volunteered to be shipped to (there are no regulations promulgated for
Selective Service) to don the U.N. blue beanies as paid mercenaries to
make the world safe for "democracy" (translation: Big Banking) -- has
been declared by Congress to be an actual war as required under Article
I, Section 8, Clause 11 of the Constitution (which also, by the way,
provides no authorization for a standing army).

All of these undeclared "conflicts", funded by your tax dollars hard at
work, are clearly unconstitutional as well. More mere technicalities.
For the very model of a well-defended neutral state, consider tiny
Switzerland. During both Wilson's and Roosevelt's wars, French and
German officers would occasionally suspend hostilities long enough to
meet, dine and drink together in Switzerland, then returned to the front
to resume their attempts to exterminate each other. All to make Europe
with all of its treasures and natural resources "safe" for that branch
of the Rothschilds that was financing the victorious side.

Of course, the "Outlays" slice labeled "Net interest on the debt" (to
the Federal Reserve System, which is not federal, has no reserves, and
is not systemic as all power is concentrated in New York City) and the
slice labeled "Surplus to pay down the debt" are totally
unconstitutional since we are to have no paper money (see Article I,
Section 8, Clause 5 and Article I, Section 10, Clause 1 and Madison's
notes on the federal convention). Which is why we have no paper money
today.

Other than that, I find this year's IRS 1040 Instruction Booklet quite
helpful, don't you?
