Demand for social security numbers

My teenage son applied for summer youth employment. In addition to his working papers, proof of address, social security card,etc., they demanded the social security numbers and/or birth certificates of EVERYONE in the household to show, as they said, how many people live in the household. Although the lease (used as proof of address) clearly defined how many people live in the household in addition to social security numbers listed on the lease, this was not accepted. I contacted the Summer Youth Program and asked for the law governing such mandate that all family members release their private information when they are NOT applying for employment or benefits and I received the response below:

"To whom it may concern:

This e-mail is in response to your inquiry to the City of New York via correspondence number 1-1-112832544 requesting information from the Department of Youth and Community Development's (DYCD) summer youth employment program. Information on the summer program is presently available through DYCD's website at www.nyc.gov/dycd. Regarding your inquiry about proof of family size, we have inquired about this from the New York State Department of Labor who monitors and audits our records and they have agreed that we will not need to show proof of family size. The attestation signed by the youth and parent/guardian will be sufficient. All intake organization's have been informed of the change and the SYEP document checklist has been adjusted on our website. Thank you for your comments and I wish you and your family the best throughout this summer.
