outrageous behavior!

The City and County of San Francisco thinks nothing about it's citizens private property rights. I was late on a water or trash bill that was only $60. sixty dollars and the city put a lein on my house. My neighbor who lived alone was given a public guardian by the city who put put him into a disgrasefull nursing home named LaGuna Honda. Now the public guardian lives in my neighbors home, and ownes it. Last summer police arrested a person in a neighbors home and after the person was arrested the police thought it was a good idea to break into my house and steal things, my camera,tape recorder,lap top computer, cell phones, and small collectables. What happened to our constitutional rights? Who's in charge of the lack of training and supervision amoung city and govt employees? I can't believe how openly corrupt and totally disrespectful our figures of authority have become. Will we ever see a higher standard of behavior? Shouldn't citizens demand better behavior? Again I must ask, Who's in Charge?
