Working without SSN

Here's my response to the story below. There's no inconsistency between "no number required to work but the employer will be fined because the worker never bothered to get a number".

The law is that the employer would be fined for not providing the employee's social security number. BUT if the employee DOESN'T have SSN, then it is IMPOSSIBLE for the employer to provide that number to the IRS, because it DOESN'T EXIST!

And NO VALID LAW can require that which is impossible. Simple as that, too bad that a lot of people don't think these things through.

SSA responded:
...aliens...those making application for Federal Funds...(they gave the entire section)
But they said that the employer would be fined for not providing the employees social security number.

I pointed out the inconsistancy (i.e. no number required to work but the employer will be fined because the worker never bothered to get a number???)

The SSA responded, after talking to the Technical Supervisor, that they don't know, that there have been so many amendments that they can't find it, and that I should ask my congressman.
