No SSN--No License.

My son turned 15 last week and we went to the DMV to take the driver's test and get a temporary permit for him. They would not let him apply because he HAS NO SSN. We never got him a number because I think that shouild be his decision when he gets older. He doesn't want to be numbered either.
I checked into the AL Code and learned that this is a requirement no mater what. Also found out that when you sign the application it gives them permission to report you to the Selective Service System when you tourn 18. You have nothing to say about it.
The try to get you coming and going. Does anyone out there have any Ideas?
