Register your kids in public school NO SSN!

Starting the '2000 school year I registered my son in public preschool with NO SSN. The teacher was a bit upset trying to tell me "I could not do that and it never has been done before!" and I knew something she did not when I asked her to refer to the Privacy Act. (No government entity in any form is required to get your ssn unless a specific law says so or recieve a fine) She said: "I will have to talk to my supervisor and she will tell you also!" not more then 23 minutes later I recieved a call from the supervisor to tell me that she was aware of the laws that be and would explain it to the teacher then proceeded registering him with a random # that could not be used as a ssn.
