States that will issue a DL w/o a SSN

I have it on good authority that the following states will issue a DL without a SSN:

CA
IL
IN
MA
OR
VA
WA

You will just need to sign a form that states that you dont have one. If you have never been issued one, or if you have rescinded it, this shouldn't be a problem.
