SSN misuse

OK, here goes. I am POA for a paraplegic who is receiving Medicaid. He had to supply his SSN to the Dept.of Job and Family Services to determine eligability. The DJFS complied with the Privacy Act of 1974. He has given his SSN to NO ONE ELSE.

Now we find out that DJFS has been given his SSN to private agencies WITHOUT HIS WRITTEN CONSENT. It is contrary to statute.

I cannot get any legal help on this. I have written letters and e-mails to DJFS (who denies no wrong doing), the ATTY Gen'l (who says they DEFEND DJFS, the Legal Aid Society (who has not responded to my letters), the ACLU (who ignores our letters by sending a computer generated response).

Any suggestions?
